year round vs seasonal members

    First of all, just found this site and thank you for this venue to ask questions and seek guidance.
    Would like to ask how other associations handle winter plowing. We would like to incorporate this into our budget and have all share in the year round road maintenance as many "seasonal" folks now have access to their property and do during the winter.
    Curious what amounts of dues some of you have. We have 65 potential payers and right now pay $ 100 annually each. We maintain 4 miles of road around water body .

    I don't understand why you have a Road Association that all 65 people are members of and you don't share in all the Road Maintenance (plowing is considered maintenance) WHy do you have seasonal only members???? Get three quotes for plowing and vote on one and include that in your budget and have everyone share it.  The association owns the roads and the association is responsible for all maintenace and everyone who shares that road is a member of your association and has to pay their dues!!! or you lien them.

    We have a member on our road who plows and submits a monthly bill.  Just procured a Frontrunner for Spring and Fall maintenance, and other than that, all are billed the same rate.  Would like to hear from other associations who own their road, specifically if they have deeds.  How did they come to own them?  We do not own ours and the current owner has abandoned the road.  In a few years the Town will foreclose.

    If your road association was formed as a road association under MRSA Title 23...section 3101,1.B, (second sentence) you will note that "Maintenance" includes, but is not limited to, snowplowing. We have interpreted this to mean we can (and do) include snowplowing in our annual budget which is shared equally by all 32 properties currently at a rate of $200 per year as voted at the last annual meeting. We do not distinguish between seasonal and year-round property owners. Our road is open and useable all year to all properties.
