Articles of Incorporation

Our road association is a nonprofit corporation. The Board of Directors believe we need to provide more specificity in describing the roads covered in the Articles of Incorporation. When originally created, the Articles of Incorporation identified the primary fire lane beginning at a certain point. Over the years, additional roads were maintained but not documented in the Articles. Some of the large land owners are now building subdivisions with narrow, poorly constructed roads. The aim of the change is to document all of the roads currently served by the Association and prevent inadvertent expansion of coverage through the addition of new roads. Is a "Revision to the Articles of Incorporation" the appropriate tool?

The Board also wants to establish Road standards that must be met before a Road would be considered for inclusion in the Association (assuming the Revision to the Articles of Incorporation mentioned above is appropriate to make changes to the description of roads covered). Are the Bylaws the best way to document road construction standards?
