    What can you do when a property owner within the gates takes it upon themselves to change the locks and rules of access ?

    The new owner is a Logging company who purchased a large parcel of land within the association's gates. He is logging and developing or selling off lots. To accommodate his employees he modified the gate pins to use his locks and the original locks. Members are very concerned with maintaining the security of their property. We are trying to negotiate with him. We need to use one lock, the original lock. Is there any legal precedent?

    While this gets sorted out, you may want to consider game cameras to monitor traffic.  Cellular game cameras  available from spartancamera.com and reconyx.com cost more but give immediate notification and can give you daily status reports on battery condition.  Reconyx sells a model that can read license plates at night.  I have a spartan camera guarding my camp, and a non-cellular monitoring the road.
