Penalty for not following by-law

    Our by-laws state that use of our Road Association boat launch is limited to members or their guests (to benefit those who rent out their home).  The by-laws do not state a process or penalty fee when a violation occurs. How would you enforce this by-law?  There is suspicion that Boat rental companies have the key to the gate and that members are letting their friends use the launch.  There has always been this suspicion and we would find out years later that our President was handing out the key to the gate.  He has passed now.  But the suspicion persists.  Thanks for your time in providing feedback.

    Gates may be necessary but often lead to confrontation that is hard to enforce. I suggest you err on the side of forgiveness unless flagrant misuse occurs. Have a meeting and revisit your policy. Try not to escalate.  Fresh air and/or new ideas sometimes settles things.
