Does being a member of Maine Alliance for Road Associations mean that we are registered with the state of Maine ?

No, not at all.  What, exactly, do you want to "register" with the State?

The short answer is no, MARA membership does not mean an association is registered with the state, and the long one is that there is no place where a road association can register with the state even if it wanted to!

If you are a registered nonprofit, which you can be and also be formed under the statute and able to collect from nonpayers, you do register with the state but also pay an annual fee and file a report annually, a short report but nonetheless a report.

By the way, some may find that being a registered nonprofit lowers their insurance rate, since nonprofit officers and directors carrying out their RA work have some immunity from suit, though this is a question an attorney or insurance agent might be better able to answer for you.
