    If you have an IRS tax exempt status:

    In general, no organization may qualify for section 501(c)(3) status if a substantial part of its activities is attempting to influence legislation (commonly known as lobbying).  A 501(c)(3) organization may engage in some lobbying, but too much lobbying activity risks loss of tax-exempt status.

    An organization will be regarded as attempting to influence legislation if it contacts, or urges the public to contact, members or employees of a legislative body for the purpose of proposing, supporting, or opposing legislation, or if the organization advocates the adoption or rejection of legislation.

    Organizations may, however, involve themselves in issues of public policy without the activity being considered as lobbying.  For example, organizations may conduct educational meetings, prepare and distribute educational materials, or otherwise consider public policy issues in an educational manner without jeopardizing their tax-exempt status.

    So here's a demonstration of educational purposes: Do you know how you can personally and from your own experiences convey your feelings, concerns or other facts about a legislative document? In example, attached is a LD 461. 

    Do you know how you can reach a legislator? I believe someone  else can help answer that question.

    Just to be clear, the Maine Alliance for Road Associations is not a  501(c)(3) Organization.

    I have just posted, at Item 2A on The MARA Resources Page, "How to Submit Testimony", Legislative Document 461, MARA Amendments of March 13, 2023, and Addendum 1. (Addendum 2 is in progress and will be submitted when available)

    This information should be helpful to all who wish to submit testimony.  MARA's bill, LD 461 sponsored by Senator Vitelli and Representative Hepler,  will be presented for public hearing in front of the the State and Local Government Committee on March 28, 2023, at 1:00 PM.

    We hope you will submit testimony in favor of our bill!
