Will FEMA, Small Business or Insurance help private roads

What's interesting about this link is it states:

The households are not part of a homeowner’s association or covenant responsible for repair of the access route, or the established homeowner’s association or covenant is unable to receive assistance from the U.S. Small Business Administration or private insurance to repair the access route.

Those who are just a road association and not a homeowner association may have general liability coverage with their insurance. Insurance companies classify road associations as homeowner associations. Will your insurance help with the cost of repairs?

Does anyone has information about the US Small Business Administration to provide assistance?

You can try this site, but it looks like it's out of date - deadlines were in 2022. But if you get in touch with them, maybe they can give you more up-to-date info:

Another possible source of grant money is the Natural Resources Conservation Service (NRCS). They will sometimes replace a bridge if doing so will provide better fish passage. I'm not sure what circumstances might be eligible, but it's worth asking.

Yet another possibility is your local lake association. I know that the Lakes Environmental Association in Bridgton has been known to assist in getting funding to replace culverts to prevent damage to a lake downstream due to a too-small culvert washing out.
