Is your association a Statutory or a Non-profit? Are you looking to do actual liens (where the end result if they don't pay is you actually take their property) or are you referring to the Notice of Claim process allowed for Statutory Associations? If it's a Notice of Claim you want to do, you do not have to have an attorney. If you are a non-profit I don't believe you can use the Notice of Claim process, but you can go through Small Claims Court. There is a document on the Resources page that will guide you through that as well.
