Road Commissioner should be notarized annually?

Going through old documents, I found this one that was notarized when I became Road Commissioner in 2005. I have never done this since then.  Am I supposed to do this annually- eache year I am appointed by the members of our Raod Association? Or just when our road association was formed?

The PW Statutes, section 3101(5), says the owners "may choose a commissioner or board, to be sworn."  Often, the President is given the title of commissioner, signs and issues Notices of Claim. I  have served as President/Road Commissioner since our road association became Statutory in 2016. I get myself sworn in by a Notary after each annual election. I'm not aware of any court cases testing the rather tenuous "sworn" requirement; I just don't want to give an astute attorney for the delinquent fee-owing member any wiggle room.
