Recently a road repair was contracted with a company to perform grading and the removal of a berm.  the resident close to berm prevented the contractor from removing the berm, as requested by road assoc. and directed the contractor to provide another solution.  I agree that the contractor was at fault, but how do we prevent this in the future and does this resident bear any liability for the work order change and it's cost.  Has anyone else had this happen?
