Assessment change

    the proposed assessment for this year was increased at the annual meeting when a new item was suggested and voted in at the annual meeting.   Is it necessary to present the change to those who did not attend the meeting for their vote?   All residents were notified of proposed budget, annual meeting date and provided with ballots.  Only one of the non-attendees chose to vote.

    I would say NO. If the meeting was "legally" noticed to ALL with a statement that a change was planned. If the motion was made, seconded (according to Robert's Rules) and passed in the affirmative by a majority of those present or voting absentee then the change is in effect. I presume minutes of the meeting will be prepared and distributed to ALL. That should be all that is necessary for a notice regarding results of the vote. If any who didn't attend the meeting are unhappy they should plan not to skip any future meetings.

                                                                                                                                                                                                                                                                                                                                                             the new item creating the new assessment was not in the proposed budget but was suggested and voted on at meeting.  Yes Roberts Rules or order were in effect.
