I live in an association where there are two roads. We are required to pay annual dues for road maintenance and plowing is charged separately.
Last year, some of the residence on the second road failed to pay the plowing fee by the deadline but others had paid and the association decided to cancel our plowing and left us to figure it out on our own.
Can a road association do that legally??
